South African Union Congress
Sets Date for National Strike

JOHANNESBURG -- The Congress of South African Trade Unions will
start strike action on June 27 in a programme of action that will
run into February next year against continuing job losses.

At a press conference in Johannesburg on Thursday, general secretary
Zwelinzima Vavi called for strong measures to end the over-valuation
of the rand and for government to review its trade strategy.

"The World Trade Organisation provides for special safeguard
measures to protect industries under threat from Chinese imports, or
from elsewhere. These measures must be applied urgently to save the
clothing industry," he said.

Vavi further called on the business sector to make more serious
efforts to avoid job losses.

Following the Edcon Group attacking union demands, Vavi threatened
to call on workers to withdraw investments they had made in the
group.

Closing off the press conference, he said the union body was still
open to negotiation before June 27 should Edcon change its mind.

"If mining companies want to change their minds in terms of
retrenching as the first option we are open to discussion. If the
South African Reserve Bank wants to engage in discussions about
interest rates, we are ready to talk."

However, Vavi said, Cosatu would not submit to political blackmail.

JOHANNESBURG -- Highlighting unemployment, African National Congress
secretary-general Kgalema Motlanthe said the rand/dollar exchange
rate was not something the country could control.

"We have absolutely no control over the dollar," he said in reaction
to Cosatu's call for a general strike against job losses.

He suggested at an ANC national executive committee meeting at the
weekend that the focus should rather be placed on publishing monthly
unemployment figures as well as on creating conditions favourable to
the growth of the first economy.

"Let us focus the collective brain of the country around job
losses," he said. "If we are to assist the second economy to the
levels in the first, there have to be deliberate interventions
made."

While the Congress of South African Trade Unions was "very correct"
to highlight the problem of job losses, Cosatu's call for a general
strike on June 27 should be a "weapon of last resort," he said. "We
will engage them and address what we see as limitations in such an
approach."

Asked if the recent spate of service delivery protests had any link
to the upcoming local government elections, Motlanthe said people
were crying out to be listened to.

"People protest because that is a way of saying, 'Hear us.'"

He said reports that the National Intelligence Agency was
investigating the possibility of a "third force" being responsible
for the protests were "unheard of."

"We don't know the basis of such a report. The ANC would never rely
on state organs for that. We rely on our own members to tell us why,
whether (they protested) out of frustration and desperation. Our
major worry is: What have we done that drives people to such
actions?"

Motlanthe would not be drawn out on how Tuesday's ruling in the
Schabir Shaik trial would affect Deputy President Jacob Zuma's
future.

"Why don't we just wait until tomorrow?" he said.
